Shock and Awe
Select a crime that most members of your target population will feel vulnerable to themselves. Select a crime for which most members of your target population will feel empathy for the victims. Select a crime so egregious and horrific that even just learning of it will overwhelm the normal processing of human thought, feeling and conscience. Select a crime which can be executed by a small number of persons; fewer than 30 is best. Select such criminals that value the results of the crime more than they value their own lives. Patiently and carefully plan the execution of the crime in every detail. Vulnerability, empathy, shock, and the undeniable success of but a few devoted persons will inject the greatest fear.
Taunt and Monitor
Watch the fear work. In response to the crime: What did the leaders do? What did the people do? What words did they say? That information is vital to initial assessment. After the crime: What do they talk about? What changes have the leaders made? What changes have the people made? That information is vital to ongoing assessment. Taunt your target with a pretense of new planning of additional crimes. Let some be lesser and some equal to your first crime. Make them appear plausible. Then watch the fear work again. What do the leaders do? What do the people do? What words do they say?
If your first crime injected fear sufficient to enter the decision making process of leaders and followers; several cycles of faint and pretense will stir that fear and add more. Another crime will be counter productive.
Threaten and Demand
At some point, if your faint and pretense of new planning and more crimes is effective; your target population will begin to suffer fear fatigue. This moment is crucial; it is as dangerous to you as to your target. It is the moment when your target is just as likely to stand against you as it is to acquiesce. Now is the time to present your greatest threat and make your demands to the target. Your threat must already be thoroughly planned, meet all the criteria of shock and awe, present a very high cost and most painful result, and be ready to launch at the nod of your head. A one half chance is that your target will grant your demand. A one half chance is that you will become the target. In that event:
